Around the world, animals are exploited in marine abusement parks and other tourist traps, where they are forced to perform unnatural tricks, give rides in the blistering heat, or used as photo props or objects of ridicule. The UK government has acknowledged that this suffering is unacceptable and that we should not be complicit in such cruelty. That’s why it passed the Animals (Low Welfare Activities Abroad) 2023 Act, which is intended to stop UK travel companies from promoting or selling tourist activities abroad that involve animal suffering.
However, because the government has failed to publish any guidance on which activities the Act applies to, this important piece of legislation has, for all intents and purposes, been useless since it was introduced. Now, animal protection groups, including PETA, are uniting to call on policymakers to end this shamble and ensure the law is properly implemented. Message your MP now and urge them to attend a drop-in session in Parliament on this issue.

MPs Must End This Cruelty
The Animals (Low-Welfare Activities Abroad) Act seeks to ban the advertising and sale of activities involving animals overseas that would be illegal if they were carried out in the UK. It received overwhelming public support when it passed in 2023.
Although the Act became law in 2023, it still hasn’t been enforced as it hasn’t been determined yet which activities it covers.
In its December 2025 strategy, the government said it’s looking into both legislative and non-legislative options for the act, leaving its future unclear.
PETA is working in coalition with other animal groups, including Born Free, Save the Asian Elephants and World Animal Protection, to ensure the government properly enforces the Act. We are urging the government to take swift and positive action to reduce demand for the most exploitative tourist activities animals are subjected to overseas.

A drop-in about enforcing the bill will take place on 4 March, 2026, and we need as many MPs as possible to attend. The government must implement and enforce the Act with a defined list of which activities it covers and a method for oversight.
